If you barter for your horse in the Bree Festival Grounds you have to pay 12 Festival coins and if you barter for your horse in Hengstacer farms at the Horse Exhanger, you pay 6 Festival coins. Each NPC requires the same Festival Run token. You get the same horse but for fewer festival coins!
