LI's (Legendary Items) do not need to be equipped to gain levels. Your starter LI is the only weapon that needs to be equipped to gain Experience, after lvl 51 LI's need only to be slotted to earn Experience. As for "glowing" weapons, that depends on the damage type your weapon is set to and if you have a scroll applied to your LI changing the damage type.
